LIHEAP is a government financed program that assists households with their home energy bills.
Utility bill payment assistance is included in the LIHEAP CARES Act. Select “Utility Bill Payment Help” from the Help for Texans menu. Call toll free 877-399-8939 from a landline between 8 a.m. and 5 p.m., Monday through Friday. The toll-free number connects you directly to the service provider in your area.

LIHEAP is a federally financed program that assists low-income homeowners with their energy bills. The money is split between a number of programs, including the Comprehensive Energy Assistance Program (CEAP).
The Texas Department of Housing and Community Affairs has changed the program to allow payments of up to $1,600 for combined gas and electric bills until the end of 2020.
You must contact a participating community action agency in order to apply for CEAP help. Texas has a number of entities that qualify residents and disburse funding around the state. To contact a community agency in your region, call (877) 399-8939 or 211, or go to 211Texas.com.

In Texas, how can I get assistance with my rent?
The Texas Department of Housing and Community Affairs (TDHCA) established the Texas Rent Relief program to assist Texas residents with their rent and utility payments (including past due rent and utilities). On February 15, 2021, the TDHCA began accepting applications from landlords and tenants.
On November 5, 2021, the Texas Rent Relief Program closed its site to new applicants and further funding requests due to demands for help exceeding available funds. Applications received before November 5, 2021 will be processed until all program funds have been exhausted.
