An individual must provide two printed documents from the list below to prove Texas residency. The individual’s name and residential address must be on both forms. One of the documents must show that the person has spent at least 30 days in Texas. Individuals relinquishing a legal, unexpired driver license or identification card from another state or seeking for a commercial driver license must still show proof of residency, but the 30-day restriction is waived.
If you can’t present two appropriate documents, you might be allowed to fill out a Texas Residency Affidavit.

- To prove a person’s Texas residency, any of the following documents will suffice.
- If the source is a local governmental organization that provides several residential services, both documents could be from the same source. A water and gas charge on separate statements from the same municipal utility, for example, is permitted. It is not allowed to have multiple statements for the same service in separate months.
- Printed documents are required, and electronic statements that have been printed are permitted.
Remember that all documents must be printed and contain the individual’s name and Texas residential address.
- A current deed, mortgage, monthly mortgage statement, mortgage payment booklet, or a residential rental/lease agreement are all examples of acceptable documents.
- A valid Texas concealed handgun license (CHL) or license to carry is required (LTC)
- A utility or residential service bill dated within 90 days of the application date is required. Electric, water, gas, internet, cable, streaming services, lawn services, and cellular telephone are all examples of appropriate assertions.
- Report card or transcript from a Texas high school, college, or university for the current academic year
- For the most current tax year, a preprinted W-2, 1099, or 1098 tax form from an employer, government, or banking institution
- Financial institution statements, including bank, savings, investment account, and credit card statements dated within 90 days on the date of application, can be mailed or printed electronically.
- Within 90 days of the date of application, mail or printed electronic statements from a federal, state, county, or city government agency, or a third-party representing a government agency
- Documents produced by the United States military or the Veterans Administration that show a current living address
- Document verifying the applicant’s recent release or parole from the Texas Department of Criminal Justice
- Paycheck or payment stub that is pre-printed and dated within 90 days of the application date
- U.S. Citizenship and Immigration Services (USCIS) Form DS2019 or a document issued by USCIS (non-commercial DL and ID only)
- The Texas Juvenile Justice Department issues a letter of Texas residence (TJJD)
Residency Requirement Waived
Individuals who are entitled to use an alternate address under the following situations will have their residence requirement waived:
- Individuals who are part of the Attorney General of Texas’ Address Confidentiality Program (ACP).
- Active duty military soldiers, their spouses, and dependents may list an address outside of Texas as their primary residence.
- Individuals who are currently detained by the Texas Department of Criminal Justice.
- Individuals who are juveniles in the custody of the Department of Family Protective Services
- Individuals under the age of 21 who are under paid foster care through the Department of Family Protective Services
- Applicants who meet the definition of a homeless youth under 42 USC Section 11434a
NOTE: Even if a peace officer uses a different address, they must still prove their Texas residency.
What documents can be used as proof of Texas residency?
To prove your physical presence in Texas for a period of 12 months, submit one of the documents listed below. One document from List A is also required. A claim for Texas resident status may necessitate the submission of additional papers.
What kinds of documents can be used as proof of residency?
To confirm proof of address, each bank will have its own set of documents and standards.
Before applying for a bank account, double-check with your local branch to ensure you have the proper documentation.
When a bank states they accept utility bills as evidence of address, they may have specific requirements for which kind of utility bills are acceptable.
What are the requirements for obtaining a Texas driver’s license?
Texas residents aged 18 and up are issued driving licenses that are good for up to eight years. To assist you qualify for a Texas driver license, the Texas Driver’s Handbook is available online. To apply for a driver license, you must show proof of the following:
- Citizenship in the United States or evidence of lawful presence in the United States if you are not a citizen of the United States.
- For each car you possess, show proof of Texas Vehicle Registration*. The registration must be up to date. For further information, go to the Texas DMV car registration page (New Residents who are surrendering an out-of-state driver license only)

- If you’ll be taking a driving exam to get your driver’s license, you’ll need to use Impact Texas Driver (ITD).
- If you’re between the ages of 18 and 24, you’ll need to do a six-hour adult driver education course (Does not apply to new residents who are 18 years of age or older and surrendering a valid, unexpired out-of-state driver license)
After you’ve obtained all of the requisite paperwork and finished the required courses, you’ll need to:
- Before going to your local office, fill out the driving license application (This form is also available at all driver license offices).

You will be given a temporary driver license after your driver license has been issued. Check the printed information on your temporary driver license for accuracy before leaving the driving license office. Notify the License and Permit Specialist if any of the information is wrong. Note: If you have an identification card, you will not be eligible to apply for a driver license unless you surrender it at the time of application.
How do you verify your Texas residency for college purposes?
If you are self-employed for tax purposes, you may qualify for resident status by establishing a residence in the state. If you are claimed as a dependant on your parent’s federal income tax return, they must establish domicile in the state for you to claim residency.
- Ownership of residential real property in Texas by the person requesting enrollment or the dependent’s parent, with the person seeking enrollment or the dependent’s parent having established and maintained a domicile at the dwelling;
What counts as evidence of address if it’s a utility bill?
You cannot use the same document to prove both your identity and your address when opening an account. Any of the following papers may be used by the bank for verification (and they can also look for furtherinformation).
Proof of identity

After an account is cancelled, copies of all paperwork used to confirm the customer’s identity must be kept for 5 years. Additionally, copies of transactions must be preserved for 5 years following the transaction date.
Bank employees are required to understand their customers’ businesses and can inquire about the volume and type of business likely to be performed via the account. You may also be requested to confirm the source of your funds and offer justifications for specific transactions.
Is it possible for me to use an online bank statement as evidence of address?
