Nowadays, however, customers can link up to 6 KW of loads to a single KW of contracted load. Even educated people, let alone illiterates and semi-literates in rural and distant locations, are unaware of these technological concerns. Officials claim that the majority of meter connections were intended for power use such as lamps, tube lights, and fans, but that consumers are now utilizing them for TVs, heaters, geysers, washing machines, and air conditioners, causing the load on the meter to increase. This will have an impact on power and supply transmission because existing lines will be unable to deal with the additional load, necessitating the construction of new power lines for which development fees and security deposits will be collected.

BESCOM has sent notices to various residential complexes on Bengaluru’s Sarjapur Road, requesting payment of an extra security deposit. In one case, the notice said that the existing deposit was Rs 47,120, but the computed MMD (Months Minimum Deposit) was Rs 1,43,690, requiring a payment of Rs 96,570 to BESCOM to avoid disconnection.
At the time of establishing a new connection, BESCOM collects a security deposit from all of its customers. The initial security deposit is a set amount determined by the quantity of power required by a customer. This sum is normally determined on the average bill amount equal to two months in the case of monthly billing, and four months in the case of bi-monthly billing, beginning the following year.

With an almost annual increase in the unit price of electricity and an increase in the number of electrical gadgets that consumers use, it’s only natural that power consumption and, with it, billing amounts will rise as well. The Additional Security Deposit is the difference between BESCOM’s current security deposit and what they are supposed to hold in connection to current billing.
Every year in March-April, BESCOM conducts an audit, during which the amount of the security deposit for consumers is computed. Officials further stated that they only requested ASD from customers if the additional cost was larger than Rs 200 for household customers and Rs 1,000 for commercial customers.

The UT energy department has decided to pay 8.75 percent interest on security deposits collected from customers, which will be a relief to them.

The department will now pay Rs 5.35 crore in interest to customers this financial year, according to a petition filed with the commission.
According to clause 47(4) of the Electricity Act, 2003, and regulation 25 of the JERC Tariff Regulations 2009, distribution licensees must pay interest on security deposits collected from customers, which must be equivalent to the bank rate or greater as the commission may specify.
The commission directed the department to pay the interest on consumer security deposits for 2014-2015 with effect from April 1, 2014, in its most recent tariff order issued on April 11. The ruling goes on to say that this must be paid regardless of the department’s limits, and that it should be noted on bills as ‘Interest on security deposit for financial year 201415.’ Noncompliance with the order will be addressed seriously, according to the commission.
The commission has also chastised the electricity department for failing to keep proper records of sales, revenue, and revenue expenses, as well as the number of consumers by category/ slab, connected load/demand, and so on, in order to conduct proper analysis of historical data based on actual and estimated projections for consideration in the aggregate revenue requirement (ARR) and tariff petition.
The department has been asked to take steps to develop a reliable, accurate, and verifiable data base and management information system (MIS) to meet the commission’s regulatory criteria for filing ARR and tariff petitions. The department has also been asked to commission a research on the computerized data base, and to present a proposal outlining how it intends to accomplish this, as well as an action plan with deadlines.
